How do I make routine admin work sound substantial?

Attach volume and accuracy to every duty. Processed 260 invoices a month with an error rate under 1% is a real claim about your reliability, while processed invoices is not. Managers hiring administrators care mostly about throughput and mistakes, so give them both numbers.

Which software should I list?

The exact versions and systems, including any ERP or finance tool you touched. Outlook and Excel are assumed, so what differentiates you is SAP, DATEV, a ticketing tool or a travel booking portal. Put those first in the skills list.

Does this role need a cover letter?

For administrative posts a short one still helps, because much of the job is written communication and the letter is your sample. Keep it to three paragraphs and mention the specific systems the advert names. A generic letter here actively counts against you.
